Article 15 In order to prevent and stop acts that seriously endanger public order and order, public security organs of the people’s governments at or above the county level may restrict the passage or stay of people and vehicles in certain areas and at a certain time, and may implement traffic control when necessary. The people’s police of public security organs may take corresponding traffic control measures in accordance with the provisions of the preceding paragraph.

第二十三条 人民警察必须按照规定着装，佩带人民警察标志或者持有人民警察证件，保持警容严整，举止端庄。

Article 32 The people’s police must carry out the decisions and orders of their superiors. If the People’s Police believes that the decision and order are wrong, it may make an opinion in accordance with the regulations, but the execution of the decision and order shall not be suspended or changed; if the opinions made are not adopted, it must obey the decision and order; the consequences of the execution of the decision and order shall be the responsibility of the superior who made the decision and order.

Article 36 The police signs, standard clothing and police equipment of the people’s police shall be uniformly supervised by the public security department under the State Council and managed in conjunction with other relevant state organs. Other individuals and organizations shall not illegally manufacture or sell them. Police signs, standard clothing, police equipment and certificates of the People’s Police shall be the exclusive use of the People’s Police and shall not be held or used by other individuals or organizations. Whoever, in violation of the provisions of the preceding two paragraphs, confiscated the illegal manufacture, trafficking, possession and use of people’s police signs, standard clothing, police equipment and certificates shall be detained or warned by the public security organ for not more than 15 days, and may also be fined not more than five times the illegal income; if the case constitutes a crime, criminal responsibility shall be investigated according to law.

China Criminal law: Article 279. Whoever poses as state organ personnel to cheat and bluff is to be sentenced to not more than three years of fixed-term imprisonment, criminal detention, control, or deprivation of political rights; when the circumstances are serious, the sentence is to be not less than three years but not more than 10 years of fixed-term imprisonment.

Whoever poses as a people’s police to cheat and bluff is to be heavily punished in accordance with the preceding paragraph.

Article 281. Whoever illegally produces, purchases or sells standard police uniforms, license plates of motor vehicles, or other special signs, police tools, and the consequences are serious, is to be sentenced to not more than three years of fixed-term imprisonment, criminal detention, or control; and may also be sentenced to a fine, additionally or exclusively.
